PROJECT BRIEF

Supply, Installation and Commissioning of ABB make RTUs and OSI make SCADA for the setup of a Distribution Automation system at 10 33/11kV substations in IPCL Distribution Zone, WB.

BACKGROUND TO THE PROJECT

The customer is a Power Distribution Utility operating mainly in the Asansol-Raniganj area of West Bengal. Supplying power in a limited capacity to Domestic and Industrial customers, they compete with larger DISCOMs like DVC and WBSEDCL. Hence, having a competitive tariff is a primary requirement for the client.

The project was undertaken with the following broad targets in mind –

 

  • To reduce T&D losses
  • Un-interrupted & Reliable power supply for Retail / Industrial customers
  • Enhance Grid-reliability
  • To improve Operational efficiency through Optimum Resources

PROJECT STATUS

Phase 1 delivered, Phase 2 ongoing along with O&M for P1.

OUR OFFERINGS

Our solution involved an initial survey of the distribution zone to identify the problem areas in the various substations to create a list of equipment and services to be implemented. In all, a total of 10 substations were identified with 6 to be delivered in Phase 1 and rest for Phase 2. A Central Control Center would be set up as a part of Phase 1 for real-time monitoring, event & alarms management with backend analytics and reporting solution for data analytics.

A distribution automation solution requires RTUs for high-end network interfacing with the highest number of available protocols. We commissioned ABB-make RTUs that are easily scalable and fit into the client’s future requirements. The RTUs allow the substations to be centrally managed so that manpower optimisation can be done. RTU560 represents high-end network interfacing – offering maximum flexibility with the highest number of supported protocols. The compact 19 inch modular rack mounted system is easily expandable and supports standard 60870-5-104 protocol. Further, the system connects to all kinds of IEDs, parallel I/Os, serial connected and communication via IEC 68150 allowing multiple field instruments to be integrated through a single RTU for a cost-effective solution.

One of the key components of a monitoring and control solution is the ability to obtain all data at a single location for control, holistic data analysis and reporting. We setup a Master Control Centre for the entire SCADA system at J K Nagar and commissioned OSI Monarch system. The Monarch system makes use of intuitive GUIs for easy operation, alarm management, data & trend analytics, reporting, data archival through Historian Server and connection to backup control centre. Moreover, the SCADA system is scalable with Advance Applications viz. Spectra DMS, Spectra OMS, etc.

We also commissioned RS 485 Modbus enabled Secure-make Tri-Vector Energy Meter to upgrade all non-communicable Tri-Vector Energy Meters in the substations. The meters are integrated to RTU over Modbus and allows monitoring of meter data from Master Control Centre and archival on Central or Historian servers.

Old Feeder Protection Relays were upgraded to IEC 61850 compatible ABB make REF 615 Numerical Relays that are integrated to RTU system over Ethernet LAN and identified by unique IP Addresses. This allows Disturbance Recorder Data Monitoring, Relay configuration / troubleshooting can be  done Remotely from client’s Central location, which in turn reduces their fault restoration time by avoiding unwanted resource movement to far-away Substations.

To facilitate reduction of non-revenue distribution losses, we introduced Pre-Paid Smart Metering System (SIM based DCU connected) with token-based recharge facility for hassle-free recharge system through on-line or locally. Meter connect/Disconnect possible remotely.
